The Supervisory Data Management and Analytics Department (SDAD) is established to strengthen the implementation of Risk-Based Supervision (RBS). SDAD serves as the central hub for supervisory data collection, validation, and sectoral risk analysis, enabling evidence-based supervision. Through technology-driven data governance and advanced analytics, SDAD enhances Bangladesh Bank's supervisory effectiveness and promotes a resilient, transparent, and data-driven financial sector.

To establish a technology-driven and forward-looking supervisory ecosystem where high quality regulatory data and predictive analytics support strategic decision-making and safeguard stability and public confidence in the banking sector.

Mission:

To strengthen financial data governance through the effective collection, validation, management, protection and analytics of supervisory data.

Core Functions of SDAD:

  1. Issue circulars and provide directives regarding bank opening, closure, annual holiday schedule and banking operations during elections, national emergencies, and other special circumstances.
  2. Provide analytical intelligence and forward-looking supervisory insights to strengthen RBS through the integration of supervisory data, analytics, technology and reporting into a unified supervisory framework.
  3. Periodically review and update RBS dashboards, Rationalized Input Templates (RIT) and reporting workflows to maximize analytical efficiency.
  4. Create advanced visualizations, dashboards and analytical summaries to empower supervisors in identifying emerging trends and assessing risk and performance.
  5. Develop and maintain a standardized Data Quality Index (DQI) for each institution to rigorously monitor and assess the accuracy, completeness, timeliness and consistency of submitted data.
  6. Oversee capital adequacy assessment under Basel Accord, including Pillar 3 market disclosures, banking sector profitability, reserve capital lien management and Financial Soundness Indicators (FSls).
  7. Oversee liquidity risk monitoring by ensuring compliance with CRR, SLR, LCR, NSFR, excess liquidity requirements and other prudential liquidity measures.
  8. Administer Emergency Liquidity Assistance (ELA) through Demand Loans and Liquidity Support Guarantees.
  9. Monitor banks' capital market exposures, investment limits, non-listed securities, provisioning requirements, special fund operation and related activities.
  10. Monitor banking sector asset quality, large exposures, sectoral credit concentration, classified loans, deposits, ADR, interest/profit rates and other macroprudential indicators to support forward-looking supervision.
  11. Appointment of bank Observers, alternative observers and their associates.
  12. Enlistment of CA firms for auditing banks and finance companies.
  13. Provide supervisory data, analytical reports, and regulatory information to Bangladesh Bank, government ministries and agencies, Parliament and international organizations in accordance with statutory and reporting requirements.
  14. Organize specialized training programs to strengthen supervisory competencies and enhance the analytical capabilities of departmental officials.
  15. Manage the timely resolution of audit observations to ensure regulatory compliance and institutional accountability.
