To meet the growing need of the banking activities of the people of northern region of the country bank branches were increasing in the greater district of Rangpur and Dinajpur.To ensure the proper banking services, credit facilities for agriculture as well as for industries, money circulation in the area and other banking activities, it was needed to establish a branch of the central bank in the region. On December 26, 1991 Bangladesh Bank, Rangpur started its operation.
Initially the operation was limited to banking supervision only and later on it started banking function from November 10, 2001.
Bangladesh Bank, Rangpur looks after the banking activities of all banks' and FIs' in the 7 (Seven) districts (Rangpur, Kurigram, Lalmonirhat, Nilphamari, Dinajpur, Thakurgaon and Panchagarh) of Rangpur division except Gaibandha.
Executive Director is the chief executive of this office and also Regional Banking Head. Under Executive Director's close watch and directions the office performs its duties. Different sections and departments serve the duties to keep the banking activities of the commercial banks and FIs' in the right track so that the businessmen, industries, farmers get credit without any harass. Besides these some services are provided directly to the public.

Services provided directly to public:

  • Exchange value of soiled, mutilated, torn notes and coins.
  • Receive money (Vat, Tax etc) on behalf of government through Challan.
  • Sell Prize Bonds and Sanchay Patra (National Savings Certificates-NFC). Interest and principal (at maturity) of NSCs is credited to beneficiary account through Electronic Fund Transfer (EFT) system.
  • Sell commemorative notes/coinage.
  • Attend complaints received against banks/FIs or their employees including BB employees.



  • General functions of the various Departments and Sections:

    Department of Banking Inspection (DBI)

    DBI consists of four wings and conducts regular as well as special inspections on Bank Branches & Financial Institutions (FIs) and Reports prepared thereof are sent to those Banks/FIs for compliance of the recommendations contained therein.

    Agriculture Credit Department (ACD)

    Agriculture Credit Department, Bangladesh Bank, Rangpur monitors agriculture and rural credit disbursement and recovery in the region as per target set by Agriculture Credit Department, Bangladesh Bank, Head Office. General functions of ACD are mentioned as follows:
    1. Conducting monthly meeting with banks to facilitate agriculture and rural credit service.
    2. Sending representative to attend District Agricultural Credit Committee (DACC) meeting in each of seven districts.
    3. Preparing and sending reports to Head Office for formulating policy.
    4. Provide direction to schedule banks for opening ten-taka-account for small/marginal/landless people, small business men. It facilitates credit facility, government subsidy to these account holders.

    SME and Special Programs Department:

    SME and Specials Programs Department is playing a pivotal role to ensure country's inclusive & sustainable economic growth through CMSMEs development with a special focus on financially excluded, unbanked people and women entrepreneurs. SME & SPD has been taking multifaceted initiatives for developing the Cottage, Micro, Small & Medium Enterprises (CMSMEs) including women entrepreneurship development all over the country.

    SME & SPD of Bangladesh Bank, Rangpur implements the policies related to the CMSMEs which are introduced by the Head Office. The department monitors the CMSMEc credit disbursement activities & recovery of banks and FIs in the respective field.

    Women Entrepreneurship Development Unit under the supervision of the SME and Specials Programs Department plays the role to recognize the women entrepreneurs in the region. It encourages Banks/FIs to finance existing/new/prospective women entrepreneurs.

    Foreign Exchange Policy Department:

    Monitors/supervises authorized dealers (ADs) and money changers (MC) under Foreign Exchange Regulation Act, 1947 and Foreign exchange Transactions Guidelines. The department receives periodic reports from ADs/MCs. It has authority to renew license of MCs.

    Banking Department:

    It sends and collects cash remittance to and from Head office/Branch Offices as well as different branches of Sonali Bank as per instruction of Currency Officer. Currency Chest activities are done with the help of Currency and Claims Section, Public Accounts Department (PAD), Deposit Accounts Bibhag (DAB) and Cash Department. Scheduled banks are provided with cash deposit, payment, remittance service and discount facility through DAB and Cash Department. Government Accounts are maintained in PAD, acting as banker to the government. Government receipts and payments are executed through PAD. Prizebonds and Savings Certificates are sold and reimbursed to banks against sales of Savings Certificates on behalf of Government through Prizebond and Sanchayapatra Section.

    Customers Interests Protection Center:

    Bangladesh Bank mitigates the bonafide grievances of the customers through Customers Interests Protection Center (CIPC) and attend the complaints received against Banks/FIs or any officials of banks/FIs.

    Administration Department:

    To run the office, there are Establishment (Administration) section, CR&D section, Payment(Salary) section, Advance/T.A bill section, Dead Stock section, Stationery section, Engineering Dept, Welfare section & Medical Center, Verification Unit, Building project section, Library and Old Record section, ICT Cell. These sections (Department/Centre/Unit) are under Administration Department.
    In addition meetings, training programs, seminars, workshops are held on regular basis in this office. To achieve Sustainable Development Goals (SDGs) by 2030, it is playing vital role in the socio-economic development of the region by implementing strategic policy set by Head Office as well as Government.
