In Primary market, securities like Treasury Bill(T-Bill), Bangladesh Government Treasury Bond (BGTB) and Bangladesh Government Investment Sukuk (BGIS) are issued first time for the investors. T-bills and BGTBs are issued on the basis of multiple yield/price based auction. Usually auction held twice in a week on the basis of monthly auction calendar. T-bills auction held usually on Sunday and bonds auction held on Tuesday. There are 24 primary dealers (PD) who act as underwriter of these competitive auctions. Others institutions and individuals can submit bids in auction through the PDs. If any individual or institution wants to purchase T-bills or Bonds from primary market will need to open a Business Partner (BP) ID through any conventional commercial bank or financial institution and can participate in the auctions. Apart from this, individuals and institutions can participate through their respective brokerage house under Dhaka Stock Exchange (DSE) and Chattogram Stock Exchange (CSE).

The minimum investment amount in both T-bills or Bonds is BDT 1,00,000 and its multiple. There is no maximum ceiling on investment. Treasury bills are issued as zero coupon securities whereas treasury bonds are coupon bearing bond. The BGTB investors receive semi-annual coupon interest periodically to their bank account.
